Police Scotland and the single-force structure
Scotland has a single police force, Police Scotland, formed in 2013 by merging eight regional forces. This changes the motorway recovery picture: rather than a patchwork of regional NRS contracts, Scotland has a national framework negotiated with Police Scotland. The recovery tariff on Scottish motorways (M8, M74, M9, M90 etc.) is set through Police Scotland's contract, not through the National Highways (England and Wales) framework.
In practice, the recovery procedure is similar, police-instructed recovery goes to an approved panel operator at a contracted rate, and the keeper pays the compound release charge before collection. The key difference is that the appeal route for a disputed charge runs through the Scottish court system (Sheriff Court) rather than the English magistrates' court.
