Does the recovery truck pay the ULEZ or CAZ charge?
The recovery operator's vehicle is subject to the same emission zone charges as any other commercial vehicle. A non-compliant recovery truck entering the London ULEZ will incur the £12.50 daily charge (as at 2024). A non-compliant recovery truck entering the Birmingham CAZ (Class D) will incur the £9 daily charge for the van/HGV class.
Whether that charge is absorbed by the operator or passed to the customer depends on the operator's pricing model. A published-rate operator on the cheap car tow panel quotes an all-in rate; emission zone charges for the operator's vehicle are a business overhead covered within the published band, not a pass-through line item. Operators who add an 'ULEZ surcharge' to the invoice after dispatch are not operating on a published-rate basis.
The practical implication: if you need a recovery inside the London ULEZ or a CAZ, book through a published-rate service so you know the total cost before the truck arrives.
